Ministry approves the Delimitation of Spaces and Uses that gives legal cover to the Distrito Urbano Portuario

The Ministry of Transport has approved, through Order TRM/1130/2025 of 29 September, the Delimitation of Port Spaces and Uses (DEUP) for the Port of Seville, a document whose approval process began in 2017. It is the framework regulation that gives legal cover to the transformation of the Distrito Urbano Portuario.

How the DEUP divides the land

The document allocates 11,408,805 square metres: 59.95% to port uses, 5.4% to port–city interaction and 34.65% to future development.

Within that allocation, the DEUP reserves more than 100,000 square metres at Muelle de Tablada and 85,740 at Mirador de Batán for uses integrated into the urban fabric, among them two centrepieces of the masterplan drawn up by EDDEA: the Teatro del Puente and the Parque del Puerto.

The order itself states this explicitly: “these lands form part of the Distrito Urbano Portuario and their new layout will entail the progressive relocation of loading, unloading and storage”.

It was the missing administrative piece needed to close the district’s urban planning: final approval of the Special Plan (Plan Especial) would follow four months later, in February 2026.
