Final green light for the 700 homes of Seville’s Distrito Urbano Portuario

The Junta de Andalucía (Andalusian Regional Government) has given final approval to the amendment of the General Urban Plan (PGOU) that completes the planning process for the Distrito Urbano Portuario. With it, 165,698 square metres of industrial sheds and warehouses on Avenida de las Razas will make way for 700 subsidised homes, alongside green spaces, public facilities and commercial space. Works are expected to begin from 2027.
An agreement that cuts buildable floor area by 30%
The preceding step was taken by the Board of Directors of the Seville Port Authority, which in June approved an urban planning agreement with the City Council. The agreement reduces the buildable floor area by 30% in the ARI-DBP-08 area, from 137,000 to 98,000 square metres, and includes an investment of €2.1 million in a civic centre in the Casa de los Estibadores building.
The agreement also provides for exchanging land at the fairground for development rights on Avenida de las Razas, and for transferring plots to the City Council so that the current uses of Instituto Punta del Verde, Colegio Corpus Christi and the Centro Informático Científico de Andalucía can continue. The stated aim: to remove the barrier effect and gain physical and visual permeability between the city and the dock.
The new neighbourhood in figures
The final layout covers 232,209 square metres south of the Puente de las Delicias and includes Parque del Puerto, covering 41,602 square metres, and an open space of 16,305 square metres at Muelle de Heliópolis.
It marks the culmination of a journey that began in 2020, when EDDEA won the contract for the district’s Technical Office, and that has taken in the drafting of the masterplan, the co-design process with citizens and six years of planning procedures.
