The Junta de Andalucía grants final approval to the amendment of the Port of Seville Special Plan

The Regional Ministry of Development, Territorial Coordination and Housing has granted final approval to the amendment of the Special Plan for the Port of Seville (Innovación del Plan Especial de Ordenación del Puerto de Sevilla) for areas AP-1, AP-3, AP-4 and AL-9. The order, dated 12 February 2026, was made public by resolution of 27 February and published in the Official Gazette of the Junta de Andalucía, BOJA no. 45.
This is the project’s decisive legal milestone: it completes the process that began with initial approval in July 2024 and enables the urban transformation of the port waterfront between the Delicias and Centenario bridges, the area for which EDDEA drew up the masterplan from the Technical Office of the Port Urban District.
What the approval enables
The document zones the area for a use linked to port–city interaction—retail, cultural and leisure facilities—and provides for the creation of the Parque del Puerto, covering 41,602 square metres, a new passenger terminal and the enhancement of the site’s historic heritage: the Alfonso XIII Bridge and the warehouses of the 1929 Ibero-American Exposition.
The planned area exceeds 232,000 square metres and includes residential, commercial, cultural and productive uses, along with new open spaces.
La Terminal, the first phase
The first phase of the development, known as La Terminal, provides for around 450 homes of the more than 700 planned for the district as a whole, together with some 60,000 square metres of economic activity linked to the port, with the new cruise terminal and the refurbishment of the warehouses on Avenida de las Razas for technology and creative uses.
The next step is the execution of the site infrastructure project (proyecto de urbanización), with works expected to start at the end of 2026, real activity on the site from 2027 and the first residents in 2028.
