Green light for the preliminary draft of EDDEA’s Special Plan for Internal Reform of the Navalips site in Cádiz

The preliminary draft of the Special Plan for Internal Reform (Plan Especial de Reforma Interior, PERI) for the development of the new Navalips urban quarter has been given the green light by the full council of Cádiz City Council. This urban transformation initiative, on land owned by the Zona Franca de Cádiz and the state company Sepides, will create an inclusive, social and sustainable neighbourhood.

EDDEA was awarded the processing and drafting of the Special Plan for Internal Reform in May 2023. The work includes delimiting the site and establishing its detailed layout, as well as programming the urban transformation actions in the area where internal reform of the land under development is required.

The new Zona Franca–Loreto urban quarter, which corresponds to distribution area ARI-ZF-01 of the Cádiz General Urban Plan (Plan General de Ordenación Urbana, PGOU), will accommodate 10,000 square metres of open space, 28,000 square metres of commercial areas and more than 800 homes, 50% of them subsidised and the rest market-rate.

The PERI is the instrument provided for in the Cádiz PGOU to speed up the development of this area, whose total site covers 80,989 square metres (ARI-ZF-01), divided into four implementation units: UE-ZF-01 Núñez de Balboa, with 20,995 square metres; UE-ZF-02 Manuel de la Pinta, with 33,016 square metres; UE-ZF-03 Vejer Norte, with 5,934 square metres; and UE-ZF-05 Jimena, with 21,044 square metres.

Now that the preliminary draft of the Special Plan for Internal Reform has been approved, the environmental document will be sent to the Andalusian Government (Junta de Andalucía) for approval and the plan will be put on public display for 30 days, with the aim of meeting the timetable set for tendering the urbanisation project and starting construction of the first homes by 2025.

“An essential project”

Cádiz City Council’s deputy mayor for Urban Planning, José Manuel Cossi, stressed that the approval of this preliminary draft of the PERI “is a very important step for an essential project for the city”, and noted that the scheme “combines the mixed use that the whole of the outer Zona Franca land should have, with market-rate, subsidised and social housing, as well as commercial and industrial uses”.

For his part, EDDEA’s director of Urban Planning, Javier Olmedo, underlined that the development “will improve the housing offer in Cádiz, help integrate the existing road infrastructure and connect the residential neighbourhood of Loreto with the outer Zona Franca, as well as promoting a coherent range of nearby facilities focused on the public”.
