EDDEA wins the contract to draft the Special Plan for the new Navalips urban quarter in Cádiz

EDDEA has been awarded the drafting and processing of the Special Interior Reform Plan (Plan Especial de Reforma Interior, PERI) for ARI-ZF-01 of the Cádiz General Urban Plan (PGOU), a tender issued jointly by the Consorcio de la Zona Franca de Cádiz and the state-owned company Sepides, under an agreement signed to take the plan through approval, for the development of the new Navalips urban quarter.

Over a nine-month term, the international urban planning, architecture and strategic planning firm, with 30 years of experience, will delimit the area and set out the detailed layout and the programme of urban transformation works wherever interior reform is needed within the urban land under development.

The new Zona Franca-Loreto urban quarter, which corresponds to the ARI-ZF-01 distribution area, is made up of four implementation units: UE-ZF-01 Núñez de Balboa, UE-ZF-02 Manuel de la Pinta, UE-ZF-03 Vejer Norte and UE-ZF-05 Jimena.

Under the agreement signed by the Zona Franca de Cádiz and Sepides to process this PERI, the former is responsible for management, the procurement procedure and the selection of the specialist firm, while costs are shared in proportion to the land owned by each party: 78.56% the state company and 21.44% the Consortium.

The project, of great importance for the city and promoted by the Zona Franca de Cádiz, envisages “the creation of a new, more inclusive, social and sustainable urban quarter, with room for 10,000 square metres of open space and shops and more than 800 new homes, 50% of them subsidised and the rest market-rate”, as EDDEA’s director of Urban Planning, Javier Olmedo, points out.

Sepides and the Zona Franca are among the owners of the land that makes up the implementation area. Together with Cádiz City Council, they have spent recent months analysing, studying and agreeing a viable management proposal for the urban transformation of the site.

“The scheme, which will include housing, workspaces and shops, aims to broaden the housing supply in Cádiz, help integrate the existing road infrastructure, connect the residential neighbourhood of Loreto with the outer Zona Franca, and provide a coherent range of nearby, citizen-focused public facilities,” Olmedo concludes.
